A Person, usually a woman, who can look beautiful and sophisticated on one occasion and then totally ratchet on another.

Person 1: "Damn, what happened to Claire?!"
Person 2: "I don't know, she looked SO good at Megan's party last week"
Person 1: "Claire must be a bipolooker"
