In what’s known as black American culture, it can be considered an expression. The is is a way to express disapproval of, as if by uttering a sound coming from a closed mouth, slightly opening it, while sucking in air through the back side of your molars (teeth), ending the sound with the release of the remaining air you’ve sucked into your mouth creating the sound of that at the end of the word “chew”; the expression ‘hew’ put it all together the whole of the word of the sound you make is 3 made of syllables open/suck air/release.
