A sound made by people who wish to exaggerate the irony of a situation in the fashion of a crowd cheering; Also used to exaggerate enthusiasm over basically anything.

Jeff: Hey, Tony, how'd you do on that test?
Tony: I got a 46.
Jeff: (crowd noise)
