1. One who purports to be an expert, but is not in fact one.
2. A dismissive term for an expert, usually as part of the exclamation ``expert-shmexpert!''

The IT shmexpert confidently said there was no way to export records from the database, but Joe proved him wrong with a couple of mouse-clicks.
