Used when retracting an item that is deployed. Statement is used by police after using tire deflation devices that are used on roads.
Also used to describe you retracting a penis that has been deployed when something wired happens on a tinder date such as them saying the L word

“Boys, we were together for two hours and she said she loved me. I reployed and ran.”
