Used in sports to reference not playing up to one's potential. Such is usually the case with the University of Washington that often finds ways to snatch defeat from the jaws of victory.
Consider the 2008 season when the Huskies earned the dubious notion of being the only conference team to finish a season 0-12. They were still favored to beat their rival Washington State, who had not beaten a FBS opponent that season but managed to twist the knife that ended the UW season that year -- winless.
