A person who is a hater and/or jealous and blocks, distracts, gets in the way of a person about to get lucky so that the act never happens. A person who ruins a good thing for another person. A distraction someone uses to gain the attention of someone who is not giving them the time of day, or is giving their attention to someone other than them.

Carolyn is so jealous she is a cock-blocker to anyone and everybody. Why are people such haters and have to be cock-blockers? My ex is a cock-blocker with every guy I talk to.
