When principles of a department are so messed up or backwards they spit in the face of good practice & common sense adding a level of unnecessary complexity and confusion.
Procurement highlighted their pronciples by bragging about the $3 saving on cotton balls, which was achieved by buying in 10 years worth of stock which won't be used.
