Used as an insult to highlight one's lack of height and the crappiness of one's job. They would be a shelf stacker but they cannot reach and just knock things of instead. Hence the name "Shelf Wobbler".
That Richard Evans is a right shelf wobbler! I don't know how he's got a mechanics apprentiship for less than £1 an hour. Ha Ha Ha!
