Resident of Irvington area of Indianapolis. Also pertains to the culture of the area, specifically youth culture. Term became internationally popular in the mid-1990s.

"Wait, Steve's having a party?"
"Yeah, why?"
"Oh man, that's an Irv-rat party, we'll have to go!"
