A man with a small penis, often times unable to hang over his sack.
Most of the time a gentleman claiming to be a smally will try to make up with it through ownership of outrageous items or in claiming of coming from a rough area (ghetto). This includes but is not limited to large trucks, excessive jewelry, being over 30 and wearing hat backwards and claiming loyalty to a shithole area of town.
These gentleman attempt on a constant basis that they are superior in a way that makes them look like trash.
