Is a mix of two words, mig (that comes from catalan languagge and it means half) and the english word brain.
So, it's an adjective and describe somebody that is stupid

He never looks after his children! Is a migbrain!

Down-up is an adjective to describe somebody who is bipolar.

Yesterday she was happy but now is sad, she is down-up
