How some people imagine "thugs", specifically Black and sometimes Latino men, talk. It's used by, predominately, middle-class and upper-class people as a way to imitate people they perceive as "thugs", "gangsters", etc.
It's usually done by making the voice deeper, enunciating words in a way that resemble stereotypical "gangsters", and using specific slang popular in the current moment to illustrate that they are imitating "urban people."
