Pandemicologist 

An individual who believes they are an expert when its comes to pandemics despite no formal qualifications, claiming to have all the up-to-date advice, statistics and attempts to persuade others to follow their instructions.

Mr X thinks he's a pandemicologist, forcing us to follow his draconian laws despite not having any health knowledge or public health qualifications.
