when someone is being a total creeper, to the point of acting over-protective and possesive of you, your time, and everything you touch.

Akin to the terms "Negative Nancy" and the popular "Debbie Downer".

"Don't mean to be a Creepy Carrie....buuuut where are you and when are you coming back home?".
