A particularly distasteful, repulsive man. Normally used to describe an old, lecherous, pissed-minnda in a pub or club, hitting on young girls.

(n.) (Australian slang) /pist min duh/ A drunk individual; an inebriated person.
In other words, a shit-faced dickhead.
