From network security and administration. To K-Line someone is to prevent further access to a network or service by a given person, as tracked by their IP address or apparent DNS name. This could be enlarged into a site K-Line, which prevents all IP addresses from a given subnet or all users with a given DNS suffix from connecting to or using a given resource.
