To procrastinate to the extreme; to say you will do something, but instead take forever to do it, or never do it at all.

"Billy, did you ever finish updating that server?"
"Nah, I'm capping it, sorry."

"I'm totally capping on my homework."

"I'll get right on that, Jeff, but I'm probably going to cap that."
