Spanish slang for someone who is borderline stupid, coming from the American slur Mongolic, implying that the Mongols were not very clever people. This can be used as a neg but is more commonly heard between friends teasing each other, or describing a person who has half a brain.
The difference between a chonga and a mongi is fashion choices. A chonga will wear hoop earings and fried hair, whereas a mongi could be dressed up or down and also be a chonga at the same time.
Despite it sounding Spanish, it isn't a Spanish word, and I've only heard 2nd gen Latinos say it (cuban americans, etc)

Pinguo is a casual, funny way of calling a male sloppy or inconsiderate, and can also be used to soften the blow of calling a guy an outright dickhead. The root word is "Pinga", as in Penis. It is frequently combined with the name Pepe in Cuban culture, to give a complete nickname to the target, as if they were a sloppy cartoon character.
Bonus: There is a cartoon Penguin also named Pingu. No relation, but I added an image of him.

Jorge es tremendo Pepe Pinguo, llego a mi boda sin pulover y en chancletas.
Translation: Jorge is a tremendous dickhead, he arrived at my wedding shirtless and in sandals.
