Someone who makes a promise and keeps it for a short amount of time, then goes back to what they were doing that made you ask them to stop in the first place, therefore, applying an anesthesia-like effect to the situation.

"He keeps doing it over and over, despite promising he would get better. He's such an anesthesiac."

'Poverty Crunch'

Used to describe the combination of milk and ice in a bowl to simulate cereal, usually when there is no other option available.
