Anesthesiac 

Someone who makes a promise and keeps it for a short amount of time, then goes back to what they were doing that made you ask them to stop in the first place, therefore, applying an anesthesia-like effect to the situation.

"He keeps doing it over and over, despite promising he would get better. He's such an anesthesiac."
