The Foof is the isolated patch of chest hair that exists only over the sternum, which is the center of the chest and generally above nipple elevation. FOOF = Fresh Out Of Fucks. FOOF is appropriate for situations where you are just too exhausted/over it to give a shit anymore -- even if you should definitely give a shit.
FOOF has its origins in law school contexts, but it is applicable to many life situations. It also makes for an excellent hashtag (#FOOF).
