an expression of joy in the success or good fortune of another combined with an expression of sympathy to someone who is experiencing pain arising from death, deep mental anguish, or misfortune.
Someone tells you they are having a baby but you are not sure that they meant/want to be pregnant: "I would like to offer my deepest condolulations"

A remark one might deliver to another upon receiving news of something tragic or depressing despite being simultaneously needed or desired.
Statement: "I was just laid off from my shitty job."
Remark: "My sincerest condolatulations. Lets celebrate!"

Combination of "condolences" and "congratulations." Used in response to a statement or pronouncement where the user is unsure of how the person who made the statement feels about their statement or pronouncement.
"My divorce is final." "Condolulations?"

condoulations 

When a death occurs and you express condolences as society dictates but the person receiving this word absolutely detested and is pleased of the person's death.
Everyone expressed their condoulations to Tom on the death of his estranged sister, knowing he was glad that she was now gone from his life and her drama.
