boondogging

in politics especially, dragging your feet on an important issue. Something that should be done that isn't done at all, or is carried out partially, or incorrectly.
The Premiere was boondogging on the issue of raising the minimum wage, saying it was raised two years ago so now it isn't the right time to even look into it.

Boondocking

Those people who are staying overnight in parking lots for free are boondocking. You can also boondock by lakes and anywhere that you can park overnight.
Every time I go to Wally World in the summer the parking lot is filled with people boondocking.
