A reference from a BBC Sci-Fi television series, where the main protagonist, the Doctor, tries to explain time to a character in the episode named Sally Sparrow. And describes that time is a big ball of "wibbly wobbly timey wimey stuff." Or a ball of time where you can take any path alter any time line. Which is true, proven by Astrophysicist, Neil Degrasse Tyson.
Now used to describe something as very confusing.
This math problem is so wibbly wobbley timey wimey. It's so confusing.
Strange or unusual. Used often in the 6th series of Doctor who by the 11th Doctor, first used by the 10th Doctor in the series 3 episode "Blink."

wibbly wobble 

The act of losing all sense of balance or completely wiping out while on a distance run. It is completely acceptable to laugh at one for experiencing this unfortunate event.
Every time I run in my spikes during a race, I take one wrong step and my legs lose all control and I experience a wibbly wobble.
