A Tele-tuggy is essentially a hand job or "tuggy" given to a recipient who is watching television.

This is a play on the word "Teletubbie" which may give the illusion that a "tele-tuggy" is an inocent act which is not sexual in nature; making the persuit of tele-tuggies easier.
Cindy: Dave, why don't you turn off the TV and come to bed?

Dave: South Park is on... I have a better idea! Why don't you come over here and give me a tele-tuggy?

Using cell phone or land line to comfort or remove age appropriate responsibility from another - generally a son or daughter who would benefit from learning to deal with adversity without parental intervention. Similar in approach to e-coddle but more interactive and often involves the parent/coddler demanding to speak with another adult or organizational representative who is not performing as the child (and parent) would like.
Nicole's mom could not help but call and tele-coddle her when she saw that Nicole looked unhappy in the on-line camp pictures.
