Used to describe someone of low mental and emotional maturity. Seibels have no greater joy in life than making sloppy wet fart noises with their mouths. You know you're around a Seibel when you hear heavy breathing and nobody is doing any exercise in the vicinity. A Seibel is often identified by their collection of cats and sloppy outer appearance.
