Completely worn out, dead, kicked, lame, etc, needing to be replaced.

Stems from the term "beat", used to describe a bowl of marijuana that can't be hit again.
I'm 24, I still live with my parents, and they grounded me for leaving the garage door open yesterday. It's beat city.

beat off city 

This term is used to describe that you're college roommate won't be in the room for a while which means you have plenty of time to rub one out. Usually these words are yelled out.
My roommate went home for the weekend so it's going to be BEAT OFF CITY in this piece!

When country folk refer to a country mile it is considerd to be round 10 miles per country mile..ish...we boonfolk dont really consider distance
