It is a sound your car makes when you have wistle tip welded inside your muffler. It is also a saying people use when they have uncontrolable excitement.

Is and expression of excitement usually said when you see something nice , beautiful, or horrible. It also can be use to shorten a conversation when the situation being explained is long without going into to much detail.

Wooo woo woo she is fine.

Wooo woo wooo he got hit hard.
Me and Jay was arguing he was talking about my mom and wooo woo wooo so I punched him.
