A victim in the psychological horror game, Silent Hill 4: The Room. Peter is the skater victim, wearing a sweater and a beanie, he is known as Victim 12. Peter was known as a drug addict, spending most of his time smoking weed he buys from a cultist. He is also known for his rantings about god. One day, his friends said that Peter was very high and claimed to see god. Peter followed "god" to the hotel rooftops and disappeared. He was found a week later murdered in one of the hotel rooms. Peter was the first victim of The Sullivan Case Round 2.

A cast member in the psychological horror game, Silent Hill 4: The Room. He is a stuttering, mentally-disturbed, thin guy the player meets at the forest rambling about the Silent Hill Cult. Jasper is very interested in the religion of the cult, which is the basis of the game. His two best and only friends were part of Walter Sullivans' Round 1 victims. When the player returns to the forest, Jasper is seen as the burning, screaming victim.

A cast member of the psychological horror game, Silent Hill 4: The Room. He is Henry's psychotic, stalker-skinning, child hating neighbor who the player meets in the Building World. He later appears as the seizure, convulsing victim who can teleport and attack madly.

A cast member in the psychological horror game, Silent Hill 4: The Room. Andrew is the fat, old man the player meets at a water prison. He is the only normal, sensible character in the game, but he was a mean person to little kids. When the player returns to the water prison, he is seen as the fat, shirtless victim who sings. He is the only enemy victim who won't actively pursue the player throughout the game.

A victim in the psychological horror game, Silent hill 4: The Room. Sharon is the old lady victim, she is known as Victim 13. Years prior to the game, Sharon was concerned about what happened with her family who became members of Silent Hill's cult. One night, she decided to go to the forest near Silent Hill, where she saw the graves of her entire family. The next day, she was found murdered in the forest.
-Player: "Ah! who is this bag lady stalking me in the train!?"

Toby Archbolt is a victim in the psychological horror game, Silent Hill 4: The Room. Toby is the old black guy with a messed up body, he is known as Victim 14. Toby was a priest of the Silent Hill cult, in which he helped recover from its problems after the murder of some prominent cult members. He was also a businessman, one of which involved selling drugs, in attempt to help the town's people. Due to these, Toby was elected to council council.
-Player: "That guy looks fucked up."
