A phrase used when one does something to another that one doesn't approve of or justify of. They find it offensive and dissatisfactory. They act sensitive and take it seriously.
Bob: *takes one french fry from Sam's average, typical McDonald's lunch bag*
Sam (3 seconds later): hey, what the hell, man?
