When an individual is simultaneously acting strange and different than normal, as well as grabbing surrounding people's attention. A combination of the words suspicious and conspicuous.
Person 1: "Hey, Greg over there is acting rather strange isn't he? He isn't normally screaming like a madman."
Person 2: "Yeah, he's definitely acting rather suspicuous."
