The "Santa Fe" Division, named for the Santa Fe Trail that settlers followed across Kansas from the Eastern USA to New Mexico, immediately began to break down relationships across Central Command and generally treat the subordinate units with derision. Since then Guard, Reserve, and Active Duty units which were under the Division's command have used the motto in this way.

Origin of the word is unknown. Started sometime in World War 2. Given the typical evolution of British slang, could easily have started because what these experts did was confusing or “baffling” to the common person.
