A statement or exclamation posed in the form of a question, that you know the answer to or know what you want for a response. This is a common practice in the British empire and former colonies.

Example... "Do you really think you need to continue investigating Russia?"

Or the classic "Would you jump off a bridge if everyone else did?"

Parents will often ask quegestions to their children.
