Only certain people who make bootlegs are allowed to see the PRE database. PRE databases are usually linked through a network of bots on different IRC networks.

Often these people will take advantage of any kind of rumor specifically for people they don’t know or dislike. They get off on the social contagion of hurting an individual’s social standing as it makes them feel and look virtuous. They are social predators.
