These types of people do not get drunk. They get piss fit. The more years in which they spend being piss fit, increases their pissfitness.

A principal attribute required for current WH staff is extreme pissiness - for example, "White House Senior Advisor Stephen Miller aims to make it harder for legal immigrants to become citizens or get green cards if they have received government benefits, like Obamacare" (which they were legally required to obtain.)
