An elected system of representation in which the populace is governed by civil servants who are responsible solely to safeguard state institutions and representatives who safeguard the integrity of the vote itself.

A duality of totalitarian democracy and democratic confederalism.
Metocracy treats the will of the people and the desire of the people as distinct entities: dualistic and therefore contrapositional.

When a government, group, organization, or any other ruling body is unable to govern because small minorities veto or obstruct decisions and legislation from being enacted
Congress is a complete vetocracy. Right now a single person can block a law just by sending a note saying they want to filibuster.

Mittocracy

the election of Mitt Romney as POTUS; those who support paranoid war-mongering, disaster capitalism, further deregulation of the banking industry, an end to Social Security and elevators for their fleet of personal automobiles; billionaires who pay less tax than their secretaries; those who like to gamble away their investors' pensions while reaping millions for themselves in fees; members of the Mormon faith; a collection of people wearing magic underpants; those who would let Detroit automakers fail.
1.) Although Warren Buffett is a member of the Mittocracy, he believes his ilk should pay more in taxes than his secretary.

2.) Now that Mitt Romney is president, the Mittocracy will dismantle Social Security and educational loans.

mediocracy

1) Rule by those who are of average or below average competence.
2) A society in which people with little (if any) talent and skill are dominant and highly influential.
3) A social or administrative system which is like an antithesis to a meritocracy.
Eg 1) "With the presidency of George W. Bush, America has completed its transition from democracy to mediocracy."
