Potato fries (or chips) that are accompanied by a cheese-based, optionally with a variety of fatty meat pieces.

Loaded being a reference to "rich" fries.

"Dude what are these fries? They're so rich I'm getting instant heartburn"
"Yeah well they're loaded fries"
