Juultarded is a word used to describe a person who is buzzed heavily off of a juul; this usually occurs in high school bathrooms by underage persons.

Anyone using Juul vape devices. Usually dumb teenagers who're getting into vaping for all the wrong reasons.

"Wtf? Is that 14 year old smoking?"
