A "grump dump" is when a person or place is really down in the dumps. When one is not feeling good and is just grumpy all around.

Someone who is grumpy and collects a lot of grump to dump on you. Has the negative connotations of the similarly pronounced "cum dumpster". They have grump all over their faces.
