Someone who isn't very smart.
Someone who is a total screw-ball.
Someone who is generally weird.
It's a cross between a crow and a bozo.

"Dude, did you see that guy running the ferris wheel at the carnival last night"?
"Yeah, I did".
"Man, that guy was a crowzo"!
