A device for deciding it is hotter than a thermometer indicates. A reciprocal device of wind chill factor apparently.
A recorded temperature is, for example, 28 degrees Celsius, but for the sake of alarmism a weather report will state the "apparent" temperature as at least 10% higher. It is obvious they must have an apparentometer.
