Simple meaning : Who is in charge here?, who's the boss, stop offering youre advice, I know what I am doing and I'm your boss.

Who's fucking this cat, has many applications it can be a question or a response. Most likely used on contruction sites and less formal places of employment. Often used as a response to a challenge of work practices( offering unqualified advice) or an absence of authority on site.
