when a person is so evil that they have to have the evil magically removed by any means necessary.

To cast the spell all one needs to do is wave their wand and say, very firmly, Voldebort!

"Oh Merlin! It's Hitler back from the dead! Hurry! Use voldebortion! Voldebort!"
