Can be either positive or negative: good shitter or bad shitter. When said positive or negative occurs, exclamation is "shitter shitter(!)", with or without exclamation mark, as appripriate.

"My cat has died". Response: "Shitter shitter." Alternatively: "I have come into an unexpected source of funds". Response: "Shitter shitter!"

In the game World of Tanks, when this phrase is said, you'll succeed in anything you try to do, no matter how stupid or hard to do it is. However, it comes with a cost - it can be used only once per battle and has a cooldown of 4 battles. It was probably discovered in the late 2021 by an American Youtuber - chems, or one of his friends on NA server.

Player1: "shitter shitter shitter!" *does something stupid and gets away with it*
Player2: How the fuck did you survived?

Player1: Don't you know? When you say "shitter shitter shitter" you get extra RNG and it basically lets you do anything you want without any bad consequences. You should start using it.

When going out in L.A., you're lucky if you don't have to pay to pee. Therefore, it shouldn't come as a surprise when nature calls and a sidewalk shitter starts doing his business out in the open.
