When you use your elastic waistband pants as your shirt, bra, and pants.

Sue was getting dressed for a trip to wal-mart and all she had were a pair of elastic waistband pants. No shirt or bra, just pants. So she put them on and pulled them up just enough to cover her floppy boobs, turning her pants into a pair of shirbrants. See "people of wal-mart" for picture example.

Shirtpants 

A shirtpants is someone who acts as though they can speak on concepts in alternative fashion yet they have the fashion sense of a saltine cracker.

A shirtpants could also be used as a term for someone who acts like they know everything about a certain style, or only believes stereotypes about the style, however they don’t wear or otherwise interact with the community.

a shirtpants is an insult used against people who do not engage in alternative fashion yet act like they have a voice in the conversations of these communities.

The term shirtpants can also be used for:
• people who call every fashion style that doesn’t look like every white girl or boy “emo”
• people who believe damn near every stereotype about a fashion style
• people who act as though they know everything about a style besides not wearing the style or interacting with members of this community.
