Ranga- person with red or orange hair/eyebrows, the like...
Retard- you probably know what that means.
= Rangtard- a very loserific ranga who is random in every way possible

For someone to be a random retard. A person we don't know, but the only thing we know about them, is that they're a retard. Hence the term, "Rantard."

Randtard 

A derivative of randy/random - Someone you do not know nor care enough to know, as they usually have a bland personality. Any insults from a randtard are invalid due to them being as irrelevant as it gets. The only situation where they're relevant is with the other randtards.
