It's a word you use when someone ignores what you said to them and they tell you something else non-related.

It started being used around 2013 in Mexico.
Dude 1: Yesterday I went with my parents to Wal-mart and got the new Xbox One, it's pretty awesome.
Dude 2: Dude, don't you hate when someone rafeates you?
Dude 1: ...You just did. You rafeated me. Thanks.
