definition- a stupid,dumb,retarded, idiot person. basically how a toddler with a bad speech impedement says stupid. also the cross between the words chump and stupid.

that kid blew his engine in his car because it had no oil in it and he drove it for 20 minutes with the oil light on! WHAT A CHULPID!
