It's literally celestial empire.

But in many korean web sites, it means the United States of America.

천조국에선 뭐든지 크다( in US everything is big)

It doesn't mean "celestial" place as the other definition said. U.S. is called 천조국 bc their their national budget is almost about 천조(quadrillion₩). (Which is about $83,000,000,000 in US dollar)

"천조국's national budget actually isn't $83,000,000,000. It's actually about $58,100,000,000."
