A wannabe. Someone (male or female) who imitates others in a certain group so as to try to be like them, though they clearly aren't.

A person with low self esteem who is unwilling to accept who they are, with the attributes God gave them. Consequently they experiment imitating others hoping to be accepted by that group.

A follower as opposed to a leader.

Gwen Stefani pointedly states that she ain't no hollaback girl. In this example, the cheerleaders are the real thing. The girls in the stands that repeat back what the real cheerleaders chant are the hollaback girls. The hollaback girls wish they were cheerleaders and try to be like them, but they just aren't popular enough or athletic enough or don't have the right look. Gwen deems herself to be the real deal, not just a wannabe.

To refer to someone as a "hollaback girl" would be considered an insult.
